The process

Step 1 Build the exhaustive initiative inventory, including the half-finished and unowned work.
Step 2 Classify each initiative by type and name exactly one accountable owner.
Step 3 Attach two to three real outcome metrics per initiative, drawn from what leadership actually judges TA on.
Step 4 Establish a baseline and a dated decision horizon for every row.
Step 5 Write the scale / hold / kill thresholds in advance and get them agreed by the approval chain.
Step 6 Run the first scoring pass and produce the ranked portfolio view.
Step 7 Stand up the review cadence and the retirement ritual, including where freed capacity goes.
Step 8 Offer to persist this context for next time.
